TOWN OF HIGHGATE
SELECTBOARD
TOWN WARNING & BUDGET DISCUSSION


On Thursday, February 23, 2012 @ 7:00 p.m. in the Community Room of the Town Offices, the Highgate Selectboard will present a preview of the 
Town Warning & Budget that is proposed for adoption 
at the March 6, 2012 Town Meeting. 
Residents are invited to attend to provide questions, comments, & input on this year's proposed Town Warning & Budget.

2011 ANNUAL REPORTS
The 2011 Annual Reports of the Town & School are now available for pick up at the Town Clerk's Office & Town Library in Highgate Center and at Martin's General Store in Highgate Springs. 
If you would like to have a copy mailed to you,

The legally qualified voters of the Town of Highgate, Vermont are hereby warned and notified to meet at the Highgate Elementary School Gymnasium on Tuesday, March 6th, 2012 at 10:00 a.m. to transact the following business:
.

ARTICLE #1:  To elect the following officers, balloting to be by Australian ballot, March 6th, 2012, from 7:00 a.m. to 7:00 p.m. at the Highgate Elementary School Gymnasium, pursuant to Title 17 VS.A. 2642.
.
                                     1.         A Moderator for the ensuing year.
.
                                     2.        One Selectman for a term of three years.
.
                                     3.        One Lister for a term of three years.
.
                                     4.        One Auditor for a term of three years.
.
                                     5.        One Tax Collector for a term of one year.
.
                                     6.        One Trustee of Trust Funds for a term of one year.
.
                                     7.        One Trustee of Trust Funds for a term of three years.
.
                                     8.        One Library Trustee for a term of two years.
.
                                     9.        One Library Trustee for a term of five years.
.
                                    10.       One Town Agent for a term of one year.

                                    11.     One Cemetery Commissioner for a four year term.

ARTICLE #2:  To receive and act on the reports of the town officers for the past year.

RECESS TOWN MEETING AND ENTER TOWN SCHOOL DISTRICT MEETING TO TRANSACT THE FOLLOWING BUSINESS:

ARTICLE #1:              To elect from the legal voters of said Town the following officers:

1.                One Moderator for the ensuing year;

2.                One School Director for a term of two (2) years;

3.                One School Director for a term of three (3) years.

ARTICLE #2:              To act upon the reports of the School Directors.

ARTICLE #3:              Will the voters of the Highgate Town School District authorize the School Directors to borrow money to pay current expenditures in anticipation of taxes and to sign notes for that purpose?

ARTICLE #4:              Will the voters of the Highgate Town School District approve the School Budget, in the amount of $4,327,553 necessary for the fiscal year 2013?

ARTICLE #5:              Will the voters of the Highgate Town School District appropriate an amount, not to exceed $15,000, for the purpose of replacing the school’s septic tank?
.
ARTICLE #6:              Will the voters of the Highgate Town School District appropriate an amount, not to exceed $35,000, to establish a Capital Reserve Fund for the purpose of making capital improvements related, but not limited to, property drainage, and roof maintenance?
.
ARTICLE #7:              To transact any other business legally authorized to be transacted, considered appropriate and necessary when met.

ADJOURN THE TOWN SCHOOL DISTRICT MEETING AND REENTER THE  
TOWN MEETING.

ARTICLE #3:              Shall the voters of the Town of Highgate appropriate $573,876 to meet the expenses and liabilities of the General Fund, with an estimated $42,234 to be raised by taxes? 
.
ARTICLE #4:              Shall the voters of the Town of Highgate appropriate $560,902 to meet the expenses and liabilities of the Highway Department, with an estimated $401,617 to be raised by taxes? 
.
ARTICLE #5:             Shall the voters of the Town of Highgate appropriate $59,464 to be raised by taxes to meet the expenses and liabilities of the Highgate Public Library? 
.
ARTICLE #6:              Shall the voters of the Town of Highgate approve the transfer of $25,000 from the Transfer Station Reserve Fund to the Fire Truck Reserve Account for the replacement of a Highgate Volunteer Fire Department fire truck? 
.
ARTICLE #7:              Shall the voters of the Town of Highgate appropriate $102,095 to be raised by taxes in support of the Missisquoi Valley Rescue?
.
ARTICLE #8:              Shall the voters of the Town of Highgate appropriate $150,000 to be raised by taxes to meet the expenses and liabilities for the repair and reconstruction of the failed slope adjacent to the northerly side of Brosseau Road?
.
ARTICLE #9:              Shall voters of the Town of Highgate appropriate $500 to be raised by taxes in support of the Franklin Grand Isle Bookmobile?
.
ARTICLE #10:            Shall the voters of the Town of Highgate appropriate $6,000 to be raised by taxes in support of the Swanton Teen Center?
.
ARTICLE #11:            Shall the voters of the Town of Highgate appropriate the amount not to exceed $8,250 less any specific grant money, to be raised by taxes, to fund a tri-town (Franklin, Highgate and Swanton) ice arena recreational facility feasibility study?
.
ARTICLE #12:            Shall the voters of the Town of Highgate compensate the collector of delinquent taxes by paying an annual salary of $7,500 in lieu of fees and commissions allowed under 32 V.S.A. Sec. 1674?  .
ARTICLE #13:            Shall the voters of the Town of Highgate authorize the Auditors to include in the town report a detailed listing of delinquent taxes and vital records?
.
ARTICLE #14:            Shall the voters of the Town of Highgate set the final date of payment for 2012 property taxes to be Monday, October 29, 2012 at 5:00 p.m. or postmarked October 29, 2012?
.
ARTICLE #15:            To transact any other business legally authorized to be transacted, considered proper and necessary when met.

ARTICLE #1:            To elect from the legal voters of said Town the following officers:

2. One School Director for a term of two (2) years;
3. One School Director for a term of three (3) years.

ARTICLE #2:            To act upon the reports of the School Directors.

ARTICLE #3:            Will the voters of the Highgate Town School District authorize the School Directors to borrow money to pay current expenditures in anticipation of taxes and to sign notes for that purpose?

ARTICLE #4:            Will the voters of the Highgate Town School District approve the School Budget, in the amount of $4,162,150 necessary for the fiscal year 2012?

ARTICLE #5:            Will the voters of the Highgate Town School District appropriate an amount, not to exceed $26,000, for the purpose of addressing certain building issues, such as replacing classroom flooring and removing any asbestos contained therein, replacing locking mechanisms in the school gymnasium doors, and making any other related improvements as needed?

ARTICLE #6:            To transact any other business legally authorized to be transacted, considered appropriate and necessary when met.

ADJOURN THE TOWN SCHOOL DISTRICT MEETING AND REENTER THE TOWN MEETING.

ARTICLE #3:             Shall the voters of the Town of Highgate appropriate the amount of $598,633 to meet the expenses and liabilities of the General Fund, with an estimated $81,333 to be raised by taxes? 

ARTICLE #4:            Shall the voters of the Town of Highgate appropriate the amount of $517,440 to meet the expenses and liabilities of the Highway Department, with an estimated $338,159 to be raised by taxes? 

 ARTICLE #5:           Shall the voters of the Town of Highgate appropriate the amount of $57,700 to meet the expenses and liabilities of the Highgate Public Library, with an equal amount to be raised by taxes? 

ARTICLE #6:            Shall the voters of the Town of Highgate approve the expenditure of $30,000.00 from the Transfer Station Reserve Fund to be added to the Fire Truck Reserve Account toward the replacement of a Highgate Volunteer Fire Department fire truck? 

ARTICLE #7:            Shall the voters of the Town of Highgate approve a sum of $88,778 to be raised by taxes in support of the Missisquoi Valley Rescue?

ARTICLE #8:            Shall the voters of the Town of Highgate approve the expenditure of up to $50,000.00 from the General Fund Surplus for the replacement of the heating and air conditioning system for the Town Office Complex and additional insulation for the entire attic area in the building?

ARTICLE #9:            Shall voters of the Town of Highgate vote to raise, appropriate and expend the sum of $3,028 to the Green Mountain Transit Agency-FGI for the support of public transportation services to residents of the town.

ARTICLE #10:          Shall the voters of the Town of Highgate continue full payment of health insurance benefits to full-time town employees who choose the two-person or family plan?

ARTICLE #11:          As an advisory, non-binding opinion, should the Town of Highgate engage in a joint effort with the Towns of Swanton and Franklin to build, maintain, operate, and jointly own a multi-functional, year-round sports/ recreation facility on town-owned land in Highgate at a construction cost not to exceed $5,000,000 with the cost of construction, maintenance, operation, and ownership to be proportionally paid for by each town on the basis of population?

ARTICLE #12:          Shall the voters of the Town of Highgate set the final date of payment for 2011 property taxes to be Tuesday, October 27, 2011 at 5:00 p.m. or postmarked October 27, 2011?

ARTICLE #13:          To see if the voters of the Town of Highgate will authorize the auditors to distribute the Annual Report by making copies available at three (3) public locations in town and further authorize the auditors to mail copies to any taxpayer who would request same.

ARTICLE #14:         To transact any other business legally authorized to be transacted,    considered proper and necessary when met.
