Highgate Buildings Have New Energy Efficient Lights

    Energy Efficiency Lighting & Insulation Project

Project Summary
In November of 2010, the Town of Highgate received an Energy Efficiency Community Block Grant from the State of Vermont for $42,779.00 to replace old fluorescent lighting with new energy efficient lighting tubes and bulbs in three town buildings – the Town Office Complex, the Sports Arena, and the Library. The lighting retrofit project was a great success and the dozens of new energy efficient lights in all three buildings should yield substantial savings in electrical use & costs. The project was completed on schedule. The retrofit lighting project came in under budget with $9,545.00 of grant funds remaining.  After the lighting project came in under budget, the Town requested and received approval to apply the $9,545.00 in remaining grant funds to a retrofit insulation project for the Town Office Complex building.  It was necessary to get the grant contract extended in order to accomplish the second phase of the project.

Project Goals & Outcomes
The goal of Highgate's retrofit lighting project was to reduce electrical energy consumption in the three main town buildings by installing new energy efficient fluorescent lights and properly disposing of the old ones.  The project is a success and the residents of Highgate should benefit from the brighter lighting in the Town buildings as well as the lower electric bills.  The goal of the retrofit energy efficient insulation project was to reduce energy consumption in the Town Office Complex building and save on fuel costs.  The Town Office Complex building  contains the Town Offices, Fire Department, and Highway Garage.

An energy audit of the three buildings that was done prior to the start of the project estimated that the annual savings in electrical costs to the Town would be $5,530.00 due to the reduction in KWh consumption.  All three buildings were successfully retrofitted with new energy efficient lighting with no significant problems.  After the initial start of the project last December, a nationwide shortage of certain electrical units for the new lights forced a delay of the project for over a month.  The project is now complete and the Town is benefiting from better, brighter, cost efficient lighting in all three of its principal buildings.  

In the second phase of the grant implementation, the Town Office Complex building had new blown-in cellulose insulation with an R-50 value placed over the existing batt insulation to create a very energy efficient barrier in the ceilings that will trap heat in the building and reduce the consumption of heating fuel.  An energy audit estimated that the Town’s fuel costs will be reduced by 9 % annually from  the new insulation for a savings of approximately $900.00 per year.

Changes in Budget & Expenditures 
Originally, the materials for the retrofit lighting project were estimated to be $20,598.00 and the labor costs were estimated to be $14,981.00.  The invoiced cost for materials was $27,939.26 and the invoiced labor costs were $5,294.74 for a total invoiced project cost of $33,234.00. The project came in $9,545.00 under the total grant funds awarded for the project ($42,779.00). The $9,545.00 in extra funds were applied to the second phase of energy efficiency for the new R-50 value insulation.  The insulation project cost $17,575.00 breaking down into $10,545.00 for materials and $7,030.00 for labor.  The total energy efficient project cost for both the new retrofit lighting and new insulation was $50,809.00.  Although the Town’s required match was $4,763.00, it provided a match of $8,030.00.  Both phases of the energy efficiency grant project were successfully completed.
